He means shaping blocks of colour? Does he mean by drawing, delineation, articulating form in a concrete fashion?

I don’t like that ‘Snail’ picture, I don’t like anything about it, horrible colours, it’s awful. Even after lots of drugs, only perhaps as a vague precursor to contemporary architecture, maybe. I think his cut-outs are vastly over-rated, as a sort of patsy of the art world.
